You kicked my foot, but you apologized/were cute, so I was fine with it. I will, however, take you down (if you're into that kind of thing). You may have overheard the part where the one gentleman at our table (the S.O. of one of our intimidating number) told a story re: someone shitting herself during a race. This is our idea of classy dinner conversation.

So, I've had the rule imparted on me not to hit on people where they work -- at least in service industry jobs. I assume missed connections are totally legit, since the point is not to put someone on the spot in a situation where she or he can't really get away and might not feel comfortable responding negatively. Are there any other exceptions?

Also, yes, I agree, Michael. It's unfair to hit on someone TOO overtly when they're working, but I do think a teensy bit of flirtation (that is reigned in if not reciprocated) is ok.
p.s. I may or may not have given a waiter at Red Lobster my phone number one time. Yes, I said Red Lobster.

m in sf - The way it's been explained to me is that if you hit on your waitress, she can't say "oh, gross, get away from me" because she's working for tips. Actually, it's worse than that, since she might be kind of flirty because she's friendly (and wants tips) and has no interest, and if you actually hit on her it's kind of violating that relationship. Or something.
Anyway, it's been made clear to me that You Don't Do That.
